FMCSA Clearinghouse Now Requires Identity Verification: What Employers and C/TPAs Need to Know

Starting April 27, 2026, new registrants in specific Clearinghouse roles must verify their identity before their account is activated. If you're a motor carrier, C/TPA, MRO, or SAP — or adding staff to your account — here's exactly what changed and what to expect.

Why FMCSA Added Identity Verification

The Clearinghouse has tracked drug and alcohol violations for CDL holders since it launched in January 2020. In that time, it's accumulated records on over six million users and flagged more than 300,000 violations. But as the system grew, so did attempts to game it — fraudulent registrations, mismatched identities, and records manipulated or entered by people with no legitimate role in the program.

FMCSA's response was to partner with IDEMIA, a biometric identity verification company that also provides identity services for the Department of Homeland Security at U.S. airports. Starting April 27, 2026, new registrants in specific Clearinghouse roles must prove they are who they say they are before their account is activated. The stated goals: strengthen fraud prevention, improve record accuracy, and increase accountability across the system.

Who Has to Complete the New Verification

The requirement currently applies to new registrants in the following Clearinghouse user roles:

  • Employer Without a Portal Account
  • Consortium/Third-Party Administrator (C/TPA)
  • Medical Review Officer (MRO)
  • Substance Abuse Professional (SAP)
  • Assistants invited to register under another registered entity

If you already have an active Clearinghouse account in one of these roles, you are not required to re-verify yet. FMCSA has announced a Phase 2 that will eventually require existing users to complete the same verification — but no timeline has been confirmed. Monitor clearinghouse.fmcsa.dot.gov for updates. CDL drivers registering to provide consent are not covered under the current phase.

How the Verification Process Works

The new process is built around a mobile verification app. You'll need a smartphone and a government-issued ID. Here's the step-by-step:

A driver's license or passport. You may also be prompted to take a selfie for facial matching.

Your name is auto-populated

Pulled directly from your ID and cannot be edited. This ties your account to your verified legal identity.

If you run into issues — an expired ID, technical errors, or a name that doesn't match your records — contact the FMCSA Clearinghouse help desk before attempting to register. These are much easier to resolve before a mismatch creates a compliance problem.

What This Means for Small Fleets and Owner-Operators

If you operate a small fleet or are a single-truck owner-operator and haven't yet registered as an employer in the Clearinghouse, you now have an extra step to complete when you do.

This isn't a reason to delay registration — Clearinghouse compliance is a hard requirement for FMCSA-regulated carriers. Pre-employment queries are mandatory before a CDL driver operates your vehicle, and annual queries are required for every driver in your fleet. Failing to run them is a finable violation, and enforcement has tightened in 2026.

The identity verification step adds roughly 5–10 minutes to the initial registration process. That's a minor one-time inconvenience in exchange for a more secure system.
